Basically, the best way to build a forum is to find a few dedicated individuals who are into the subject. If they stay motivated, your forum will be a success. Paying people a few cents to post won't make a difference. In reality, forums are one of the worst routes to go for monetization anyway, IMHO. I don’t think it’s worth it.
